Once they are done developing, the flea will emerge as a mature adult that can feed on blood and reproduce. There are certain triggers that can cause them to emerge. The three main stimuli are carbon dioxide, heat, and vibration. One or more of these factors will cause the flea to hatch from their cocoon. All of these signs indicate that there is a warm-blooded host nearby that the flea can feed on. Fleas aren’t really picky about what type of mammal they feed off of, as long as they have fur they can hide in. Fleas are considered a type of parasite because they survive by feeding on the blood of their host. 

It’s a common misconception that if nobody enters a building for a while, that the fleas won’t have a host to feed off of and will all die. While this method can work for getting rid of active adult fleas, depending on how long they are without a host, it doesn’t really work for the other stages. All of the juvenile stages of flea, including the eggs, larvae, and pupae, will develop until they are pupal and then remain in that stage in stasis. They won’t hatch until they detect signs that a potential host is present. So, if you stay at a hotel for a couple of weeks hoping that all the fleas will die, you could return to find a population of flea pupae just waiting to become adults and re-infest your home.
